shy3130 5757950e45 docs(data): 补全量分钟 (full_minute) 能力接入说明

- 定位为独立能力: 当前接入方式为 TickFlow Expert, 而非档位封闭功能
- configuration.md: 档位表 Expert 行补全量分钟 + 新增接入小节 (配 Key→检测→
  开实时行情→自动落盘, 修复轮/增量轮/时段/幂等行为, ETF 不在标的池)
- features.md / plugin-development.md: 增对应条目与插件现状说明
  (数据集暂未纳入 loader 白名单; 自定义分钟源在位时内置服务让位)
